Regulations on Handling Academic Dishonesty in Bachelor's Degree Theses at Guangzhou College of Applied Science and Technology (Revised)

In accordance with the "Regulations on Handling Academic Dishonesty in Academic Theses" (Order No. 34 of the Ministry of Education of the People's Republic of China) and other relevant regulations, in order to further standardize the management of academic theses at our university, prevent academic dishonesty in academic theses, promote the establishment of a good academic atmosphere, and ensure the quality of talent cultivation, these regulations are formulated in light of the actual situation of our university.


Chapter 1 General Provisions

Article 1 The scope of application of these regulations: Academic theses (including graduation projects) submitted by students applying for a bachelor's degree at our university, which involve the following forms of academic dishonesty:

(1) Purchasing, selling academic theses or organizing the purchase and sale of academic theses;

(2) Having others write academic theses on one's behalf, writing academic theses for others, or organizing the writing of academic theses on behalf of others;

(3) Plagiarizing others' works and academic achievements;

(4) Falsifying data;

(5) Other serious forms of academic dishonesty in academic theses.


Article 2 Applicants for degrees should abide by academic ethics and academic norms and complete their academic theses independently under the guidance of their supervisors.


Article 3 Supervisors should educate applicants for degrees on academic ethics and academic norms, guide them in the research and writing of their academic theses, and review whether the academic theses are completed independently by the applicants.


Article 4 Each secondary college should strengthen the construction of academic integrity, improve the review system for academic theses, clarify responsibilities, standardize procedures, and review the authenticity and originality of academic theses.


Article 5 The Academic Affairs Office should establish and improve the quality assurance system for academic theses, formulate effective policies and measures, supervise the implementation of the quality assurance system and policies and measures by secondary colleges, and be responsible for the management and supervision of the authenticity and originality of academic theses.


Chapter 2 Investigation and Determination

Article 6 For the first two forms of academic dishonesty in academic theses as stipulated in Article 1, if the involved students are from our university, the investigation and determination shall be conducted by the secondary college where the student is located; if the involved personnel are in-service staff or other temporary employees of our university, the investigation and determination shall be conducted by the secondary college (or department) to which they belong.


Article 7 For other forms of academic dishonesty in academic theses as stipulated in Article 1, the determination shall be made by the secondary college and the university's degree committee. The determination methods and procedures are as follows:

(1) After receiving reports of academic dishonesty in academic theses or collecting information on academic dishonesty in academic theses through other channels, the secondary college shall promptly verify and organize relevant materials and make a preliminary determination of the form of academic dishonesty in the academic theses;

(2) The secondary college shall submit the materials on academic dishonesty in academic theses to the degree committee of the unit for discussion and review. The degree committee of the secondary college shall make a determination on whether the form of academic dishonesty in the academic theses is true or not;

(3) If the degree committee of the secondary college determines that the form of academic dishonesty in the academic theses is true, the secondary college shall inform the student of the determination result and have the student sign for confirmation;

(4) If the student does not recognize the determination of the form of academic dishonesty in the academic theses made by the degree committee of the secondary college, the secondary college shall submit the materials on academic dishonesty in academic theses to the university's degree committee for discussion and review. The university's degree committee shall make a determination on whether the form of academic dishonesty in the academic theses is true or not;

(5) The determination made by the university's degree committee on the form of academic dishonesty in the academic theses is the final determination. The secondary college shall inform the student of the determination result;

(6) When the degree committee of the secondary college and the university's degree committee discuss and determine whether the academic theses are academically dishonest, the parties involved, including the author of the academic theses, the supervisor, and other relevant personnel, have the right to attend the meeting to accept inquiries, make statements, and defend themselves.


Chapter 3 Handling and Penalties

Article 8 If the form of academic dishonesty in the academic theses is one of the first two forms as stipulated in Article 1 and involves students of our university, the secondary college where the student is located shall propose handling opinions in accordance with the relevant provisions of these regulations and report them to the Student Affairs Office for handling; Where the matter involves regular staff members or other temporary employees of the university, the relevant college or department to which they belong shall put forward handling opinions in accordance with the relevant provisions of this method and submit them to the Personnel Department for handling.


Article 9 If the act of falsifying a degree thesis is found to be true and falls under other circumstances except for those stipulated in Article 1 (1) and (2), the handling measures and procedures shall be as follows:

(1) For those who have not obtained a degree, the relevant college and the Student Affairs Office shall handle the matter in accordance with the relevant provisions of this method and the relevant procedures of the university's student disciplinary measures.

(2) For those who have been awarded a degree, the degree committee of the relevant college shall hold a meeting to verify and review the relevant materials and make a handling opinion on whether to revoke the degree. The handling opinion shall be submitted to the university's degree committee, which shall hold a meeting to make a decision on whether to revoke the degree.

(3) If the university's degree committee makes a decision to revoke the degree, the Academic Affairs Office shall cancel the degree certificate. If a graduation certificate has been obtained, it will also be cancelled.

(4) When the degree committee of the relevant college and the university's degree committee make handling decisions or discuss handling opinions, if necessary, they may listen to the statements and defenses of the parties involved.


Article 10 Where a degree applicant's degree thesis involves purchasing or having it written by others, the following measures shall be taken:

(1) If the degree has not been obtained, the degree application qualification shall be cancelled.

(2) If the degree has been obtained, the degree shall be revoked and the degree certificate cancelled.

(3) If a graduation certificate has been obtained, it will also be cancelled.

(4) If the applicant is a student currently enrolled (referring to those who can obtain a graduation certificate and a degree certificate upon normal completion of their studies, the same below), they shall be expelled from school.


Article 11 Where a degree applicant's degree thesis involves plagiarism or data fabrication, the following measures shall be taken:

(1) If the applicant is a student currently enrolled, and the circumstances are relatively minor and can be corrected within the maximum study period stipulated by the university after a delay, a disciplinary probation shall be given; if the circumstances are serious and have a bad influence, the degree application qualification shall be cancelled and they shall be expelled from school at the same time.

(2) If the degree has been obtained, and the circumstances are relatively minor, the act of falsifying the thesis shall be notified; if the circumstances are serious, the degree shall be revoked and the degree certificate cancelled. If a graduation certificate has been obtained, it will also be cancelled.


Article 12 The decision to cancel the degree application qualification or revoke the degree shall be made public. Within three years from the date of the disciplinary decision, no degree application shall be accepted from the person concerned.


Article 13 Where a person engages in writing a degree thesis for others, selling a degree thesis, or organizing the buying and selling or writing of degree theses for others, the following measures shall be taken:

(1) If the person is a student currently enrolled, they will be expelled from school.

(2) If the person is a regular staff member or other temporary employee of the university, they shall be dismissed or their employment contract terminated.


Article 14 Where a supervisor fails to fulfill their duties of academic ethics and academic norms education, thesis guidance and review, and the thesis supervised by them involves falsification, their supervisor qualification shall be cancelled depending on the circumstances, and they shall be given a warning or demerit depending on the circumstances; if the circumstances are serious and they allow or even encourage the falsification of the thesis, their position level shall be reduced until they are dismissed or their employment contract is terminated.


Article 15 Before making a handling decision on a degree applicant, supervisor or other relevant personnel, the parties concerned shall be informed and given the opportunity to state their case and defend themselves. If the parties concerned are dissatisfied with the handling decision, they may apply for a review to the university's degree evaluation committee in writing within five working days from the date of receiving the written notice of the handling decision. The university's degree evaluation committee shall make a review decision within 30 working days from the date of receiving the application and deliver it to the applicant for review.


Chapter 4 Supplementary Provisions

Article 16 Where social intermediaries, websites or individuals organize or participate in the buying and selling or ghostwriting of dissertations involving the dissertations of students applying for degrees at our university, the university shall report to the relevant competent authorities for legal investigation and handling. Where the act of dissertation fraud violates relevant laws and regulations, legal responsibility shall be pursued.


Article 17 The Academic Affairs Office is responsible for the interpretation of these Measures.


Article 18 These Measures shall come into effect as of the date of promulgation. The original "Measures for Handling the Fraud of Bachelor's Degree Dissertations of Guangzhou University Songtian College" (Guang Song [2013] No. 17) shall be simultaneously abolished.
