Research Approval Procedures and Research Ethics Norms of Guangzhou College of Applied Science and Technology

Guangzhou College of Applied Science and Technology strictly adheres to relevant national and provincial laws and regulations in Guangdong Province, fully implements the requirements of research safety, research ethics and research integrity, and establishes and improves management systems to ensure that research work is carried out to high standards and quality. The university pays particular attention to health and safety, intellectual property protection and the standardized management of research data and is committed to providing a safe and compliant research environment for teachers and students.

I. Compliance with Laws, Regulations and Policies

The college earnestly implements the spirit of documents such as the "Several Opinions on Further Strengthening the Construction of Research Integrity" and the "Opinions on Further Promoting the Scientist Spirit and Strengthening the Construction of Work Style and Academic Atmosphere" issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council. It strictly fulfills the legal person's responsibility, standardizes the management of research contracts, strictly supervises the use of research funds, and strengthens the education and guidance of researchers. Researchers must consciously practice the scientist spirit of the new era, abide by academic norms, adhere to the bottom line of integrity, and contribute to the national strategy of building a strong country in science and technology and the innovative development of the Guangdong-Hong Kong-Macao Greater Bay Area.

The college strictly adheres to laws and regulations such as the "Biosecurity Law of the People's Republic of China", the "Science and Technology Progress Law of the People's Republic of China", and the "Law on Promoting the Transformation of Scientific and Technological Achievements", and in accordance with the "Regulations on the Management of Laboratory Animals of Guangdong Province" (revised in 2023) and relevant research ethics management requirements of Guangzhou City, it has improved the research ethics review mechanism. Although it has not yet involved high-risk research fields such as biosafety, pathogenic microorganisms, or human genetic resources, the college has formulated strict pre-review and application procedures for research ethics. In the future, it will further improve the system in accordance with the "Interim Measures for the Review of Science and Technology Ethics" jointly issued by ten departments including the Ministry of Science and Technology and the Ministry of Education.

II. Management of Scientific Research Projects and Funding Regulations

The college supports teachers and research teams in applying for national, provincial, municipal and university-level scientific research projects. It strictly adheres to the review principles of "expert review, democratic decision-making, preferential support, and fairness and impartiality", and implements a dual-layer review mechanism of "peer expert communication review + meeting review". Before project application, originality and novelty checks must be conducted, and the check report serves as an important basis for project initiation, conclusion and achievement evaluation. Applications with a paper repetition rate exceeding the prescribed standard will not be accepted.

The management of research funds adheres to the "Research Project Management Measures of Guangzhou College of Applied Science and Technology", ensuring dedicated use of funds, transparency and efficiency. The university has established a research achievement reward mechanism, recognizing high-level papers, patents, and awards in subject competitions, and incorporates research performance into the professional title evaluation system to encourage the transformation of teachers' innovative achievements.

III. Students' Participation in Scientific Research and Cultivation of Innovation Ability

The college attaches great importance to students' participation in scientific research practice. Through "professional guidance education", students are guided to understand discipline competitions and teachers' research directions and are encouraged to join teachers' research teams or participate in competition projects. In recent years, students have participated in more than 300 teachers' research projects, published over 150 academic papers under the guidance of teachers, obtained more than 30 authorized patents, and achieved excellent results in national and provincial competitions such as "Challenge Cup" and "Internet Plus".

The college adheres to the concept of "research feeding back into teaching", builds a linked platform of "teacher research - subject competition - student practice", promotes the transformation of new technologies and patent achievements into teaching resources, and comprehensively enhances students' innovation ability and practical level.

IV. Intellectual Property and Outcome Management

The research outcomes of the college (including those from current and retired staff and students' participation in projects) are uniformly managed by the college. They are registered, protected, archived and rewarded in accordance with the "Measures for the Recognition and Reward of Scientific and Technological Achievements of Guangzhou College of Applied Science and Technology". The college actively promotes industry-university-research cooperation, optimizes the allocation of scientific and technological resources, provides channels for the transformation of achievements for teachers and students, and contributes to the upgrading of regional industries and technological innovation.

Guangzhou College of Applied Science and Technology will continue to strengthen the review of research ethics, standardize project management, and deepen the integration of science and education, providing solid support for building a high-level applied university.
