Student Management Regulations of Guangzhou College of Applied Science and Technology (Trial)

In order to strengthen student management in our university, create a favorable learning atmosphere, and in accordance with the "Regulations on the Management of Students in Regular Institutions of Higher Learning" (Order No. 41 of the Ministry of Education), these regulations are hereby formulated in light of the actual situation of our university.

Chapter 1 General Provisions

Article 1 These regulations are formulated to standardize student management behavior, maintain normal educational and teaching order, safeguard the legitimate rights and interests of students, and cultivate well-rounded talents with moral integrity, intellect, physical fitness, aesthetic appreciation, and professional skills.

Article 2 These regulations apply to full-time undergraduate students at our university.

Article 3 We adhere to the mission, vision and values of the University and the national education policy; we regard moral education as a fundamental task, and foster students' sense of social responsibility, innovative spirit, and practical ability;

Article 4 We adhere to law-based governance and scientific management, improve and perfect management systems, standardize management behavior, combine management with education, and continuously enhance management and service levels. Students should foster a spirit of patriotism, unity, peace-loving, diligence, bravery, and self-improvement. They should enhance their awareness of the rule of law, abide by the Constitution, laws, regulations, and the code of conduct for citizens, as well as the school's management systems, and possess good moral qualities and behavioral habits. They should study hard, be courageous in exploration, actively engage in practice, and strive to master modern scientific and cultural knowledge and professional skills. They should also exercise regularly to improve their physical and mental health, enhance their personal cultivation, and develop aesthetic interests.

Article 5 In implementing student management, the school should respect and protect students' legitimate rights, educate and guide students to fulfill their due obligations and responsibilities, and encourage and support students to practice self-management, self-service, self-education, and self-supervision.

Chapter 2 Students' Rights and Obligations

Article 6 During their time at school, students enjoy the following rights in accordance with the law:

(1) Participate in all activities arranged by the school's educational and teaching plan and use the educational and teaching resources provided by the school;

(2) Participate in social practice, volunteer services, part-time jobs, cultural and sports activities, and technological and cultural innovation activities, and receive guidance and services for employment and entrepreneurship;

(3) Apply for scholarships, grants, and student loans;

(4) Receive scientific and fair evaluations in terms of ideological and moral qualities and academic performance, and obtain corresponding academic certificates and degree certificates upon completion of the prescribed studies;

(5) Organize and participate in student groups within the school, and participate in school management in an appropriate manner, enjoying the rights to know, participate, express opinions, and supervise matters related to students' rights and interests;

(6) If they have objections to the school's handling or disciplinary actions, they can submit a written appeal to the school's student appeal committee;

(7) Other rights stipulated by laws, regulations, and the school's charter.

Article 7 During their time at school, students shall fulfill the following obligations in accordance with the law:

(1) Observe the Constitution, laws, and regulations;

(2) Observe the school's charter and regulations;

(3) Adhere to academic ethics and complete the prescribed studies;

(4) Pay tuition and related fees as required, and fulfill the corresponding obligations for obtaining student loans and grants;

(5) Observe student conduct norms, respect teachers and elders, and develop good ideological and moral qualities and behavioral habits;

(6) Other obligations stipulated by laws, regulations, and the school's charter.

Chapter 3 Academic Management

Section 1 Enrollment and Registration

Article 8 Newly admitted students, in accordance with national enrollment regulations, shall present their admission notices and complete the enrollment procedures at the school within the prescribed time limit as required by the school. If they are unable to enroll on time for any reason, they should ask for leave from school. Those who fail to ask for leave or whose leave is overdue, except for force majeure or other legitimate reasons, shall be regarded as having given up their enrollment qualifications.

Article 9 When new students report for enrollment, the school will conduct a preliminary review of their enrollment qualifications. Those who pass the review will complete the enrollment procedures and be registered. If the admission notice, candidate information, and other supporting documents do not match the student's actual situation or if there are other violations of national enrollment and examination regulations, the enrollment qualification will be revoked.

Article 10 New students may apply for a deferral of enrollment. During the deferral period, they do not have student status. The conditions and duration of deferral are in accordance with the school's academic management regulations. Before the expiration of the deferral period, the student should apply to the school for enrollment. If the application is approved, the student will complete the enrollment procedures. If the application is not approved, the enrollment qualification will be revoked. If the student fails to complete the enrollment procedures within the deferral period and does not have a legitimate reason such as force majeure, it will be regarded as giving up the enrollment qualification.

Article 11 Within three months after enrollment, the school will conduct a review in accordance with national enrollment regulations. The review mainly includes the following aspects:

(1)Whether the admission procedures and processes comply with national enrollment regulations;

(2) Whether the admission qualification is genuine and compliant;

(3) Whether the student and their identification documents match the admission notice and candidate file;

(4) Whether the physical and mental health status meets the physical examination requirements for the applied major or major category, and whether they can ensure normal study and life at school.

(5) Whether the professional level of students admitted through special types such as art and sports meets the admission requirements; if students are found to have engaged in fraud or favoritism during the review, they will be determined as unqualified for the review and their enrollment will be cancelled; in serious cases, the school will transfer the case to relevant departments for investigation and handling. If students are found to be physically or mentally unfit for study at school during the review and are diagnosed by a designated tertiary hospital as needing to rest at home, they can retain their admission qualification in accordance with the provisions of Article 10. The procedures and methods for the review shall be carried out in accordance with the relevant regulations of the school.

Article 12 At the beginning of each semester, students shall complete the registration procedures as stipulated by the school. Those who cannot register on time shall go through the procedures for deferred registration. Students who fail to pay the tuition fees as required by the school or do not meet other registration conditions will not be registered. Students from economically disadvantaged families can apply for student loans or other forms of financial aid and register after completing the relevant procedures. The school will provide educational assistance to economically disadvantaged students in accordance with national regulations and improve the student financial aid system to ensure that students do not abandon their studies due to economic difficulties.

Section 2 Assessment and Record of Academic Performance.

Article 13 Students shall participate in the assessment of courses and various educational and teaching links (hereinafter collectively referred to as courses) stipulated in the school's educational and teaching plan. The assessment results will be recorded in the academic record and included in the student's academic file. Assessments are divided into examinations and evaluations. The methods of assessment and grade evaluation, as well as whether courses that fail the assessment need to be retaken or made up, shall be stipulated by the school.

Article 14 The assessment and evaluation of ideological and moral conduct shall be based on the provisions of Article 4 of this regulation and be conducted through forms such as personal summaries and democratic evaluations by teachers and students. The assessment of physical education performance should emphasize process management and can be comprehensively evaluated based on attendance, in-class teaching, extracurricular exercise activities, and physical health conditions.

Article 15 The number of courses or credits to be completed each semester or academic year, as well as the requirements for repeating or demoting grades, shall be implemented in accordance with the relevant regulations of the school.

Article 16 According to the relevant regulations of the school, students can apply to minor in other majors within the school or take courses from other majors; they can also apply to minor in other schools or take courses from other schools, and participate in open online courses recognized by the school. The grades (credits) of the courses taken by students will be recognized by the school after review and approval.

Article 17 The experiences and achievements related to professional learning and academic requirements, such as participating in innovation and entrepreneurship activities, social practice, publishing papers, and obtaining patent authorizations, can be converted into credits and included in the academic record. The specific implementation methods shall be carried out in accordance with the relevant regulations of the school. The school should encourage, support, and guide students to participate in social practice and innovation and entrepreneurship activities, and establish an innovation and entrepreneurship file and set up innovation and entrepreneurship credits.

Article 18 The school should establish a sound management system for student academic performance and academic files, accurately and completely record and issue student academic performance, and mark the grades obtained through make-up exams or retakes. Students who seriously violate the assessment discipline or cheat will have their assessment results for the course marked as invalid, and they will be given corresponding disciplinary actions based on the severity of the violation or cheating. Students who receive warnings, serious warnings, demerits, or probation and show good behavior after education can be given the opportunity to take make-up exams or retake the course. For students who suspend their studies due to withdrawal or other reasons, the courses they have taken and the credits they have obtained during their study at the school shall be recorded. Students who reapply for admission and are admitted after passing the entrance examination and meeting the admission conditions can have their previously obtained credits recognized by the admitting school.

Article 19 Students should participate in the activities stipulated in the educational and teaching plan on time. Those who cannot participate on time should apply for leave in advance and obtain approval. Students who are absent without reason will be criticized and educated in accordance with the relevant regulations of the school, and those with serious circumstances will be given corresponding disciplinary actions.

Article 20 Student integrity education shall be carried out. The integrity information of students in terms of academic performance, academic conduct and moral character shall be recorded in an appropriate manner. A mechanism for constraining and punishing acts of bad faith shall be established. For those with serious acts of bad faith, corresponding disciplinary sanctions may be imposed. For those who violate academic integrity, restrictions may be placed on their obtaining academic degrees and titles, honors, etc.

Section 3: Changing Majors and Transferring Schools

Article 21 During the period of study, students who have an interest and aptitude in other majors may apply for a change of major. Students admitted through special enrollment forms and those subject to national regulations or explicit agreements with the school before enrollment are not allowed to change their major. In response to changes in the demand for talents in society, if it is necessary to make appropriate adjustments to the major, students currently enrolled may be allowed to transfer to other related majors. Students who return to school after military service and need to change their major due to their own circumstances will be given priority consideration.

Article 22 Generally, students should complete their studies at the school where they were admitted. However, if they are unable to continue their studies at their current school due to illness or special difficulties and have a compelling need, they may apply for a transfer. Students are not allowed to transfer under the following circumstances: (1) Those who have been enrolled for less than one semester or are in the final year before graduation; (2) Those whose college entrance examination scores are lower than the admission scores of the intended major at the receiving school in the same source area in the corresponding year; (3) Those who wish to transfer from a lower academic level to a higher one; (4) Those admitted through special enrollment forms for specific employment; (5) Those without valid reasons for transfer.

Article 23 A student who wishes to transfer must submit an application, state the reasons, and obtain the consent of both the current and intended schools. The intended school is responsible for reviewing the transfer conditions and relevant documents. If the student is deemed to meet the intended school's academic requirements and the school has the capacity to accommodate them, the transfer may be approved after a joint meeting of the Party and administrative leaders or a special meeting. For inter-provincial transfers, the provincial education administrative department of the student's current location shall consult with that of the intended location. After confirming the transfer conditions, the transfer procedures will be processed. If a transfer involves a change of household registration, the provincial education administrative department of the intended location shall send a copy of the relevant documents to the local public security authority of the intended school.

Article 24 The transfer situation should be promptly disclosed. Within three months after the transfer is completed, the intended school shall report to the provincial education administrative department of its location for record.

Section 4 Suspension and Resumption of Study

Article 25 Students may complete their studies in stages. Unless otherwise stipulated, they should complete their studies within the maximum study period set by the school (including suspension and retention of student status). Students who apply for suspension or are deemed by the school to need suspension may do so after obtaining the school's approval. The number of suspensions and the duration of each suspension shall be in accordance with the school's relevant regulations.

Article 26 Students who suspend their studies for entrepreneurship shall follow the school's regulations on suspension management.

Article 27 Freshmen and current students who are enlisted in the Chinese People's Liberation Army (including the Chinese People's Armed Police Force) shall have their admission qualifications or student status retained until two years after their discharge. Students participating in cross-school joint training programs shall have their student status retained by the school during their study at the joint training school. During the period of student status retention, a management relationship shall be established with the actual organization where they are located, such as the military unit or school.

Article 28 Students who suspend their studies shall go through the relevant procedures and leave the school. During the suspension period, their student status is retained, but they do not enjoy the benefits of current students. Medical expenses for students who suspend their studies due to illness shall be handled in accordance with national and local regulations.

Article 29 Students who wish to resume their studies must apply within the time limit set by the school before the expiration of the suspension period. After being reviewed and found qualified by the school, they may resume their studies.

Section 5 Withdrawal from School

Article 30 Students may be subject to withdrawal from school under the following circumstances:

(1)Failing to complete their studies within the maximum study period set by the school;

(2) Failing to apply for resumption of studies within the time limit set by the school after the expiration of the suspension or retention period, or failing the review upon application for resumption of studies;

(3) Being diagnosed by a designated hospital as having a disease or disability that prevents them from continuing their studies at the school;

(4) Failing to participate in the school's prescribed teaching activities for two consecutive weeks without approval;

(5) Failing to register within the time limit set by the school and not having completed the procedures for deferred registration;

(6) Other circumstances stipulated by the school that prevent the completion of studies and warrant withdrawal. Students who apply for withdrawal from school must obtain the school's approval before going through the withdrawal procedures.

Article 31 Students who withdraw from school must complete the withdrawal procedures and leave the school within the time limit set by the school. The academic records of students who withdraw from the school shall be returned by the school to their place of household registration. Their household registration shall be transferred back to their original place of household registration or the place of household registration of their family in accordance with relevant national regulations.

Section 6 Graduation and Completion

Article 32 Within the prescribed period of study, if a student completes the educational and teaching plan, passes the examinations and meets the graduation requirements of the school, he or she shall be granted a graduation certificate before leaving the school. If the student meets the conditions for the award of a degree, the degree awarding unit shall issue a degree certificate.

Article 33 Within the prescribed period of study, if a student completes the educational and teaching plan but fails to meet the graduation requirements of the school, he or she shall be granted a completion certificate. Whether the student can take make-up examinations, retake courses or complete the graduation design, thesis or defense after completion, and whether a graduation certificate or degree certificate will be issued, shall be determined by the school. The graduation certificate and degree certificate issued after passing the examinations shall have the date of issuance filled in as the date of graduation and the date of obtaining the degree. For students who drop out of school, a certificate of withdrawal or a factual learning certificate shall be issued.

Section 7 Management of Academic Certificates

Article 34 The school shall strictly fill in and issue academic certificates, degree certificates and other academic certificates in accordance with the type of education and learning form determined at the time of enrollment and the personal information filled in by the student at the time of enrollment. If a student changes his or her name, date of birth or other personal information that needs to be filled in on the certificate during the period of study, he or she shall have reasonable and sufficient reasons and provide corresponding legally valid proof documents. The school shall conduct a review and, if necessary, request assistance from the provincial education administrative department of the student's place of origin and relevant departments for verification. Relevant departments shall cooperate.

Article 35 The school shall implement the electronic registration management system for academic qualifications and degrees, improve the management methods for academic qualification and degree information, and complete the electronic registration of students' academic qualifications and degrees in a timely manner in accordance with relevant regulations.

Article 36 For students who complete the study of their major and also complete the requirements for a minor, the school shall issue a certificate of minor study.

Article 37 For students who obtain admission qualifications or student status in violation of national enrollment regulations, the school shall cancel their student status and shall not issue academic certificates or degree certificates. Academic certificates or degree certificates that have already been issued shall be revoked by the school in accordance with the law. For students who obtain academic certificates or degree certificates through cheating, plagiarism, copying or other academic misconduct or other improper means, the school shall revoke the certificates in accordance with the law. If the revoked academic certificates or degree certificates have been registered, they shall be cancelled and declared invalid by the education administrative department.

Article 38 If an academic certificate or degree certificate is lost or damaged, upon application by the student and verification by the school, a corresponding certificate shall be issued. The certificate shall have the same effect as the original certificate.

Chapter 4 Campus Order and Extracurricular Activities

Article 39 The school and students shall jointly maintain the normal order of the campus, ensure the safety and stability of the campus environment, and guarantee the normal study and life of students.

Article 40 The school shall establish and improve the organizational forms for students to participate in management, support and guarantee students' participation in school management in accordance with the law and the school's charter.

Article 41 Students shall consciously abide by the norms of citizens' morality and the school's management regulations, create and maintain a civilized, clean, beautiful and safe learning and living environment, establish awareness of safety risk prevention and self-protection, and safeguard their own legitimate rights and interests.

Article 42 Students shall not engage in behaviors such as excessive drinking, fighting, gambling, drug abuse, spreading, copying or selling illegal books and audio-visual products, etc. They shall not participate in illegal pyramid schemes or engage in cult or feudal superstitious activities. They shall not engage in or participate in activities that damage the image of college students or violate social public order and good customs. If students are found to have committed illegal acts or have serious mental disorders that may cause harm to others on campus, necessary measures shall be taken in accordance with the law or assistance shall be provided to relevant departments to take such measures.

Article 43 The principle of separation of education and religion shall be adhered to. No organization or individual shall conduct religious activities on campus.

Article 44 The student congress system shall be improved, and necessary conditions shall be provided for student unions and other organizations to carry out activities, and support shall be given to their role in student management. Students may establish or join student organizations on campus. When students establish organizations, they shall submit written applications in accordance with the relevant regulations of the school, which shall be approved by the school and subject to registration and annual inspection. Organizations shall operate within the scope of the Constitution, laws, regulations and the school's management regulations, and accept the leadership and management of the school. When student organizations invite external organizations or individuals to hold lectures and other activities on campus, they shall obtain the approval of the school.

Article 45 It is advocated and supported for students and student organizations to carry out academic, scientific and technological, artistic, cultural and sports activities that are beneficial to their physical and mental health and growth. Extracurricular activities shall not affect the normal teaching and living order of the school. Students participating in work-study activities shall abide by laws, regulations, and the management regulations of the school and the employing unit, and fulfill the relevant agreements of work-study activities.

Article 46 Large-scale assemblies, processions and demonstrations shall be approved in accordance with legal procedures and relevant regulations. For those that have not been approved, the school shall lawfully dissuade or stop them.

Article 47 Students shall abide by the relevant regulations of the state and the school regarding the use of the Internet. They shall not log in to illegal websites or spread illegal text, audio and video materials, etc., and shall not fabricate or spread false or harmful information. They shall not attack or invade others' computer and mobile communication network systems.

Article 48 Students shall abide by the school's regulations on student dormitory management. It is encouraged and supported for students to implement self-management by formulating conventions.

Chapter 5 Rewards and Punishments

Article 49 Students who have achieved all-round development in morality, intelligence, physical fitness and aesthetics or have outstanding performances in ideological and moral qualities, academic achievements, scientific and technological creations, sports competitions, cultural and artistic activities, volunteer services and social practices shall be commended and rewarded.

Article 50 Commendation and rewards for students shall be given in various forms such as conferring honorary titles and awarding scholarships, and corresponding spiritual or material rewards shall be given. The procedures and regulations for commending and rewarding students shall be open, fair and just, and corresponding selection, public announcement and other systems shall be established and improved.

Article 51 Students who violate laws, regulations and school discipline shall be criticized and educated, and may be given the following disciplinary sanctions depending on the severity of the circumstances:

(1)Warning;

(2) Serious warning;

(3) Record of demerit;

(4) Probation;

(5) Expulsion from school.

Article 52 Students may be subject to expulsion from school under any of the following circumstances:

(1)Violating the Constitution, opposing the Four Cardinal Principles, disrupting social stability and social order;

(2)Committing criminal offenses and being convicted by the court;

(3) Receiving public security administrative penalties under serious circumstances or for particularly egregious conduct.

(4) substitutes for another person or allows another person to substitute for him or her in an examination, organizes cheating, uses communication devices or other equipment to cheat, sells examination questions or answers for profit, or engages in other serious cheating or disorderly conduct in examinations;

(5) plagiarizes, falsifies or fabricates academic research results or engages in other academic misconduct in his or her thesis or publicly published research results, or engages in thesis writing or trading of theses;

(6) seriously disrupts the educational and teaching order, living order or public place management order of the school in violation of these regulations and the school's regulations;

(7) infringes upon the legitimate rights and interests of other individuals or organizations and causes serious consequences;

(8) repeatedly violates the school's regulations and is subject to disciplinary action, but fails to correct his or her behaviour after education.

Article 53 When a student is subject to disciplinary action, a disciplinary decision shall be issued. The disciplinary decision shall include the following contents:

(1) the basic information of the student;

(2) the facts and evidence on which the disciplinary action is based;

(3) the type, basis and duration of the disciplinary action;

(4) the channels and time limit for appeal;

(5) other necessary contents.

Article 54 When imposing disciplinary action on a student, the school shall adhere to the principle of combining education with punishment, and the disciplinary action shall be commensurate with the nature and severity of the student's violation or disciplinary offense. The school's disciplinary action against a student shall be based on sufficient evidence, a clear basis, accurate characterization, proper procedure, and appropriate punishment.

Article 55 Before making a disciplinary decision or other adverse decision against a student, the school shall inform the student of the facts, reasons and basis for the decision, and inform the student of his or her right to make a statement and defense, and listen to the student's statement and defense. The disciplinary decision and other documents such as the disciplinary notice shall be directly delivered to the student. If the student refuses to sign for receipt, the documents may be delivered by leaving them at the student's address. If the student has left the school, the documents may be delivered by mail/post. If it is difficult to contact the student, the documents may be delivered by announcement on the school website or through the news media.

Article 56 Disciplinary decisions involving the cancellation of admission, the cancellation of student status, expulsion, or other decisions that have a significant impact on the student's interests shall be submitted to the school's Party and administrative joint meeting for research and decision-making, and shall undergo a legality review.

Article 57 Except for expulsion, disciplinary actions against students generally shall be set for a period of 6 to 12 months. At the end of the period, the disciplinary action shall be lifted in accordance with the school's regulations.

Article 58 Materials related to the rewards, handling, disciplinary actions and lifting of disciplinary actions of students shall be truthfully and completely included in the school's official archives and the student's personal file. Students who are expelled shall be issued a study certificate by the school. Students shall leave the school within the prescribed period, and their files shall be returned to their place of origin by the school.

Chapter 6 Student Appeals

Article 59 A student appeal committee shall be established to handle student appeals against disciplinary or handling decisions. The student appeal committee shall be composed of the school's deputy leader in charge, the heads of relevant functional departments, teacher representatives, student representatives, and the head of the relevant institution responsible for legal affairs. The school may also invite experts in law and education from outside the school to participate. Specific measures for student appeals shall be formulated, and the composition and working rules of the student appeal committee shall be improved to provide necessary conditions to ensure that it can perform its duties objectively and impartially.

Article 60 If a student has objections to a disciplinary or handling decision, he or she may submit a written appeal to the student's appeal committee within 10 days from the date of receiving the school's disciplinary or handling decision.

Article 61 The student appeal committee shall review the student's appeal and make a review conclusion and inform the student within 15 days from the date of receiving the written appeal. If the case is complex and a conclusion cannot be reached within the prescribed time limit, the time limit may be extended by 15 days with the approval of the school. Article 60 After re-examination, the Student Grievance Handling Committee may, if it deems that the facts, basis, or procedures for the handling or disciplinary action are inappropriate, issue a re-examination opinion suggesting revocation or modification, and require the relevant functional department to study and make a new decision.

Article 62 From the date of delivery of the handling, disciplinary action, or re-examination decision, if a student fails to file a grievance within the appeal period, it shall be deemed that the student has waived the right to appeal, and the school or the provincial education administrative department will no longer accept the student's appeal.

Chapter 7 Supplementary Provisions

Article 63 This regulation shall be interpreted by the Student Affairs Office.

Article 64 This regulation shall come into effect as of the date of its promulgation.
