Chapter 1 General Provisions
Article 1
These detailed rules are formulated in accordance with the "Degree Regulations of the People's Republic of China", the "Interim Measures for the Implementation of the Degree Regulations of the People's Republic of China", the "Regulations on the Management of Students in Regular Institutions of Higher Learning" (Order No. 41 of the Ministry of Education of the People's Republic of China), and the "Detailed Rules for the Management of the Authorization and Granting of Bachelor's Degrees in Guangdong Province" (Yue Xuewei [2021] No. 5), in light of the actual situation of the university.
Article 2
Bachelor's degrees at Guangzhou College of Applied Science and Technology are awarded in accordance with the corresponding disciplines in the "Directory of Undergraduate Programs in Regular Institutions of Higher Learning" issued by the Ministry of Education. The disciplines that the university can award degrees in include Economics, Law, Education, Literature, Engineering, Management, and Art.
Chapter 2 Conditions for the Granting of Bachelor's Degrees
Article 3
The conditions for awarding a bachelor's degree to undergraduate graduates are as follows:
(1) Abide by national laws and regulations, have good conduct, adhere to academic ethics, and maintain academic integrity;
(2) Master the basic theories, specialized knowledge, and basic skills of the discipline, and have the initial ability to engage in scientific research or specialized technical work;
(3) Complete the required credits as stipulated in the professional talent training program within the prescribed study period, be approved for graduation after review, have an average credit grade point of no less than 2.0, and meet other requirements for degree awarding, and a bachelor's degree may be awarded.
Article 4
Undergraduate graduates with any of the following circumstances will not be awarded a bachelor's degree:
(1) Those who fail the ideological and moral assessment;
(2) Those who have seriously violated academic integrity;
(3) Those who have been given a disciplinary action of probation or above for cheating in exams or have been given two or more disciplinary action of demerit or above during their school years;
(4) Those who have been punished by the state for violating the law during the period from the time of graduation to the time of obtaining the graduation certificate.
Article 5
Students who meet the conditions for awarding a bachelor's degree should be awarded the degree at the same time as they receive their graduation certificate. In special circumstances, the awarding of the degree should not be later than six months after the issuance of the graduation certificate.
Article 6
Students who extend their study period and obtain the graduation qualification on schedule, and who also meet the conditions for awarding a bachelor's degree as listed above, may apply for the award of a bachelor's degree. The date of awarding the degree shall be filled in according to the date of approval by the university's degree evaluation committee.
Article 7
Students who have graduated with a certificate of completion and passed the examination for obtaining a graduation certificate, and who also meet the conditions for awarding a bachelor's degree, may apply for the awarding of a bachelor's degree. The date of awarding the degree shall be filled in according to the date of approval by the university's degree evaluation committee.
Chapter 3 The Degree Evaluation Committee and Its Responsibilities
Article 8
The university's degree evaluation committee is generally composed of 9 to 25 members, with a term of three years. It mainly includes the heads of the functional departments in charge of teaching and the heads of relevant teaching units. The chairperson of the university's degree evaluation committee is held by the main person in charge of the university (the president or the vice president in charge of teaching and scientific research). The university's degree evaluation committee has a degree office, which is located in the Academic Affairs Office and is responsible for handling the daily work of the university's degree evaluation committee.
The university's degree evaluation committee generally holds meetings in June and December each year to review and approve the list of students to be awarded bachelor's degrees. Other non-routine meetings are proposed by the university's degree office and decided by the chairperson of the university's degree evaluation committee.
Article 9
The university's degree evaluation committee sets up several sub-committees according to the disciplines of the degrees, to assist the university's degree evaluation committee in its work. Each sub-committee consists of 5 to 11 members, and a sub-committee may have a secretary. The chairperson of each sub-committee must be a member of the university's degree evaluation committee. The list of members of each sub-committee should be reviewed and filed by the university's degree evaluation committee.
Article 10
When the Academic Degree Evaluation Committee holds a meeting, the number of attendees should reach two-thirds of all members for the resolutions made to be valid.
Article 11
The Academic Degree Evaluation Committee of the school shall exercise the following duties:
(1) Make decisions on granting or not granting bachelor's degrees;
(2) Make decisions on revoking bachelor's degrees that have been granted;
(3) Inspect, supervise and evaluate the quality of degree conferral throughout the school;
(4) Review and deliberate on relevant regulations and measures concerning degree conferral and adjustments to authorized disciplines;
(5) Fulfill other duties related to degree work as stipulated by relevant laws and regulations;
(6) Study and handle disputes arising from the above-mentioned matters.
Article 12
The Academic Degree Evaluation Sub-committees shall perform the following duties:
(1) Approve the list of members of the bachelor's degree thesis defense committee;
(2) Review the ideological and moral assessment, course study, disciplinary actions, etc. of the degree recipients, and propose suggestions on whether to grant bachelor's degrees. The proposals shall be submitted to the Academic Degree Evaluation Committee of the school for deliberation;
(3) Formulate regulations and measures for degree management based on the actual situation of the college;
(4) Inspect, supervise and evaluate the quality of degree conferral covering disciplines and majors;
(5) Study and handle disputes in degree work and other tasks authorized by the Academic Degree Evaluation Committee of the school.
Chapter 4 Degree Review and Evaluation Procedures
Article 13
The procedures for degree review and evaluation:
(1) The review and evaluation of bachelor's degree qualifications are generally held in June and December each year. Students who have obtained graduation qualifications and meet the conditions for bachelor's degree conferral will be reviewed and evaluated for their bachelor's degree qualifications.
(2) Each Academic Degree Evaluation Sub-committee shall conduct an initial review of whether students in their discipline meet the conditions for bachelor's degree conferral based on these detailed rules. When the Academic Degree Evaluation Sub-committee makes a decision on the initial review conclusion, it shall be done by secret ballot, and the decision shall be valid only if it is approved by more than two-thirds of all members. If there are no objections during the 5-day public announcement period of the initial review conclusion, the list of students proposed for bachelor's degree conferral and non-conferment, along with relevant degree review materials, shall be submitted to the Academic Degree Evaluation Committee of the school.
(3) The Academic Degree Evaluation Committee of the school shall review the lists of students proposed for bachelor's degree conferral and non-conferment submitted by each Academic Degree Evaluation Sub-committee and make an evaluation conclusion. When the Academic Degree Evaluation Committee of the school makes an evaluation conclusion, it shall be done by secret ballot, and the conclusion shall be valid only if it is approved by more than two-thirds of all members. The evaluation conclusion shall be publicly announced for 5 days after it is made.
Chapter 5 Reconsideration Procedures
Article 14
If a student has objections to the initial review conclusion made by the Academic Degree Evaluation Sub-committee, they may file a reconsideration application within the public announcement period of the initial review conclusion to the Academic Degree Evaluation Sub-committee. The Academic Degree Evaluation Sub-committee shall reconsider the student's application within 5 days, form a reconsideration conclusion, inform the student, and report it to the Academic Degree Office of the school for record.
Article 15
If a student has objections to the evaluation conclusion made by the Academic Degree Evaluation Committee of the school, they may file a reconsideration application to the Academic Degree Office of the school within 15 days after the conclusion is made. The Academic Degree Office of the school shall collect information from all aspects and report it to the chairperson of the Academic Degree Evaluation Committee of the school. The chairperson shall decide whether to make a reconsideration. The Academic Degree Office of the school shall give a clear reply within 3 months after receiving the student's reconsideration application on whether to conduct a reconsideration.
If the chairperson of the Academic Degree Evaluation Committee of the school decides to conduct a reconsideration, the Academic Degree Office of the school may introduce the reconsideration situation at the next meeting of the Academic Degree Evaluation Committee of the school, and the committee shall re-examine it. No further reconsideration will be conducted for those who fail the re-examination.
Chapter 6 Supplementary Provisions
Article 16
These detailed rules apply to full-time undergraduate students at Guangzhou College of Applied Science and Technology.
Article 17
These detailed rules are interpreted by the Academic Degree Evaluation Committee of Guangzhou College of Applied Science and Technology.
Article 18
These detailed rules shall come into effect as of the date of promulgation. The original "Detailed Rules for the Implementation of the Work on the Awarding of Bachelor's Degrees of Guangzhou College of Applied Science and Technology (Revised)" (Guang Ying Ke [2022] No. 227) shall be simultaneously abolished.
